Statement on FY27 Budget Appropriations
Launch Michigan is grateful to the Michigan House and Senate for their pursuit of an on-time FY27 budget process and appreciates the opportunity to engage in advancing robust investments in education. Strong, timely budgets matter—and we are encouraged to see continued commitment to Michigan’s students, educators, and future workforce.
Our organization continues to support research-based education practices that demonstrably improve student outcomes, strengthen educational systems, and expand opportunities across Michigan. The proposed FY27 budget’s education investments reflect that commitment and position the state to deliver lasting returns for years to come.
In particular, Launch Michigan support investments in:
Weighted funding
Dual enrollment
Literacy training for all
Special education
We know that investments alone are not enough. Michigan needs the Michigan Education Guarantee – a promise of a meaningful diploma for all students.

What Does the Research Say?
Dual Enrollment
Dual enrollment is one of Michigan’s most powerful strategies for improving post-secondary participation and affordability. President and CEO Venessa Keesler, Ph.D. is proud to serve on the Governor’s Dual Enrollment Task Force.
National research shows that four out of five dual‑enrollment students (81%) enroll in a postsecondary institution in the first year after high school, and students who earn dual‑enrollment credits are about 1.5 times more likely to receive scholarships and grants, particularly merit‑based aid. On average, these students receive $1,229 more in total financial aid, including increased need‑based and merit‑based support. Studies from states like Kentucky have shown that students can save up to $3,000 on college tuition by completing dual‑enrollment coursework.

Literacy
Currently, there are three research-based, science of reading training programs available and currently in use with Michigan educators: LETRS, Orton-Gillingham and AIM Pathways. Launch Michigan’s Every Child READS framework is clear about what is necessary Right Curriculum, Every Educator Trained, Assessments, Data, and Systems.
Identifying and mandating training based on the science of reading is a crucial first step to closing Michigan’s reading gap.

Weighted Funding
